Please have a look around and report any bugs you come across. TweetThe third annual Northern Ireland Peace Monitoring Report was released this morning. Part statistical almanac, part annual report card, it has been compiled for the last three years by Dr Paul Nolan. At times the report acts like a common man’s conscience, calling out where the naked emperors are hiding under the policy carpet in Northern Ireland. The advantage of a longitudinal study over simple snapshots is that it can show sustained trends – or continually fluctuating metrics – allowing more considered analysis of how quickly or slowly our post-conflict society is changing. Buried in the report signs of hope and despair, some closer to the surface than others. I talked to Paul Nolan about this year’s report and he discussed his stark educational achievement findings – at both secondary and third level – as well as the continued falling crime statistics, demographics, and whether unionists are talking a culture war into existence. He also responded to the irony that while the Community Relations Council are behind the report, the language and comparisons within it are overwhelmingly Protestant versus Catholic, nationalist versus unionist, and commented on how Northern Ireland compares with other post-conflict societies that have their own peace monitoring reports. This year’s report makes good use of infographics to tell the story behind the numbers. Perhaps the most stark illustrates the educational attainment gap between Catholics and Protestant children, and between children with and without FMSE (using that as an indicator of socio-economic disadvantage). Using the well-established metric of leaving school with five GCSEs at grades A* to C, there’s a 5-6 percentage point gap between Catholic Girls and Protestant Girls (76.7% versus 71.8%) who aren’t entitled to free school meals as well as Catholic Boys and Protestant Boys (64.5% and 58.6%). For children with entitlement to free school meals, Catholics outperform Protestants. Under 20% of Protestant boys with FMSE are leaving school with the equivalent of five GCSEs at A*-C. Attempting to compare Northern Ireland’s attainment with a breakdown of English ethnic groups, Catholic girls non-FMSE are right at the top of the table, only beaten by Chinese girls. The Protestant boys with FMSE are shockingly right at the bottom of the table, with only Irish Traveller and Roma children attaining poorer results. Whether you look at third level education, employment or prosperity, the early success of Catholic schooling, and in particular girls, seems to continue into adulthood. “If at first you don’t succeed … you never will” is harsh, but it is sadly an all too true reflection of the education experience of too many children and young adults in Northern Ireland. Yet the “Education and Skills Authority (first announced in 2006) still does not exist [and] failure to agree on education selection has allowed two versions of the ‘11+’ to coexist”. Unionism has a lot to answer for not putting education at the top of its agenda, and not containing the political tensions that create the unease that brings young Protestant males onto the street, and for too many, into court and the criminal justice system. Other political groupings too cannot hide. The attainment of Catholic boys with FMSE is not a ceiling to be proud off. The Education Minister could surely do more to lift the progress of all children. The 2011 census results confirm what was already being felt politically within Belfast. The tipping point in Belfast’s demography has been reached. Unionism might want to wake up to reality of NI’s changing demographic and adjust their age-old strategy of scaremongering and find a more positive way to engage in political negotiation. Elsewhere in the report, household crime continues to fall. Levels of vandalism, vehicle-related crime in Northern Ireland are substantially lower per head of population than in England. Perhaps surprisingly, the recession has seen a decrease within the categories of acquisitive crime. Business robberies, personal robberies and burglaries are all down, as is car theft. Violent crimes against the person have gone up, from 28,425 in 2002-03 to 30,305 in 2012-13, although so too has the population and the number of violent crimes per 1,000 has remained at 17.In Northern Ireland, recorded drug offenses are on the increase along with sexual offences while attempted murder, criminal damage, theft/burglary and vehicle offences all continue to decrease. The trend of reporting domestic abuse incidents as well as crimes continues to increase. There’s no spike in the statistics to coincide with the flag protests: blocking a road isn’t criminal. At a simple level, Northern Ireland continues to be over-policed, with a police officer per 265 head of population compared with one for every 304 in Scotland, 344 in ROI and 436 in England and Wales. However when the much heavier public order policing effort is taken into account along with the manpower required to attend some crime scenes give the potential to be a dissident trap, maybe the figures are less shocking. The PMR report compares the situation in 1999 when the Patten Report was published (13,000 RUC officers and 11,400 British soldiers) with the situation today (6,888 PSNI officers). When you look at earning in Northern Ireland, the top 1% of earners earn more than ?100,000 annually. Indeed, last year’s Peace Monitoring Report drew attention to NI’s density of millionaires being exceeded only by Aberdeen and London. And ?% earn more than ?150,000. Meanwhile over a third of earners bring home less than ?15,000 annually. 6% of households in NI have no bank account compared with a UK average of 2%. 11% of NI households have a credit union account compared with 4% in Scotland and 1% in England. Child poverty levels are over 30% in Strabane (32%), Belfast (34%) and Derry (35%). Life expectancy varies hugely across (and within) constituencies. Single identity council wards are those with more than 90% of the population claiming to be from one particular community. There remain 61 wards that are at least 90 per cent Catholic, yet only two such Protestant wards. According to the geographers Shuttleworth and Lloyd, six of the ten wards showing the greatest Protestant decrease are in east Belfast. This does not represent a displacement of Protestant residents: the ‘new communities’ and the Catholics who have moved in are replacements, taking up vacancies resulting from Protestants moving out of the inner city or older cohorts passing on.Clearly, the break-up of the solidity of historic Protestant communities in east Belfast has explanatory power in relation to the flags protest but the changing ethnic composition allows of other interpretations.Shuttleworth and Lloyd suggest that the move away from homogeneous communities and the arrival of new ethnic minorities takes Northern Ireland ‘on a trajectory towards a more pluralist society’. The optimistic scenario they put forward is that these changes offer ‘significant opportunities for positive political and social change’.Looking at wards with the greatest Protestant decrease, the affect of the flag protests will surely only exacerbate the change in future research. Paul Nolan reiterates Richard Haass’s warning that the Northern Ireland peace process can no longer be held up as a model of conflict resolution. Despite some shifts, schools and neighbourhoods are still divided. Twenty years on from the first ceasefires the terms of trade have been set by deals and side-deals. These have prevented the return of large-scale violence but the model on offer from the top is peace without reconciliation. A culture of endless negotiation has become embedded and, without a vision of a shared society to sustain it, the peace process has lost the power to inspire. The use of [mutual] vetoes has led to a silting up of the legislative programme of the Assembly. While useful co-operation takes place in its committees, the Northern Ireland Executive been unable to make progress on the key areas where a devolved parliament might show its worth. Among anti-agreement unionists there is now an acceptance that the Belfast Agreement has secured the constitutional position of Northern Ireland within the UK. The focus of concern is no longer about Northern Ireland being taken out of Britain, but of ‘Britishness’ being taken out of Northern Ireland. This is a concern that resonates within the wider body of unionism and the fear that there is a ‘culture war’ that will take away loyalist symbols and traditions informed much unionist behaviour during the year, including Orange Order speeches on 12 July. Yet there were more loyalist marches in 2013 (2,687) than ever and only 388 were contested. The number of marching bands (660) is also at an all- time high. Official recognition of and funding for Orange cultural themes and ‘Ulster-Scots’ are also at unprecedented levels. But talk of a culture war could become a self-fulfilling prophecy.Yet Derry~Londonderry managed to “model a post-conflict society” during its year as UK City of Culture with moments like when “the Apprentice Boys played their tunes at the Fleadh Cheoil” and “the PSNI band was applauded as it made its way into the Guildhall Square”. Ultimately the success of the year came down to the long-term vision of those in Derry City Council and civil-society organisations who saw concord as an achievable goal, showing how a generous majority can engender a generosity of spirit in return.He also points to strong grass roots reconciliation that “defies stereotyped notions” of particular neighbourhoods. Reconciliation continues to be stronger at the grass roots than at the top of society.The police have become “human shock absorbers for failures elsewhere” in Northern Ireland. Between 1 July and 28 August 2013 approximately 682 PSNI officers were injured in public order disturbances – one in ten. Of these, 51 required hospital treatment. Violence against the police has become once more accepted as part of life in Northern Ireland, whether in the form of an under- car booby trap bomb planted by dissident republicans, or street violence by loyalist protesters. Failure in Northern Ireland comes cost-free. The whole society may pay, but not particular political actors. When the multi-party talks on flags, parades and dealing with the past ended in failure, none of the political parties had to pay a political price. When the policing costs for contested marches and events spiral into millions, the organisers never receive a bill. The disconnect between the gathering and spending of taxes means no one feels responsible for the shortfall in revenue caused by, for example, not introducing water charges or tuition fees. The ‘marching season’ cost ?18.5 million in additional policing costs in 2013, compared with ?4.1 million the previous year. The consequences have been felt at the sharp end of education and health, with the accident-and-emergency unit at the Royal Victoria hospital recurrently unable to cope with demand. Devolution, which was supposed to bring responsibility closer to local level, has failed to do so in Northern Ireland.The full report is now available on the CRC website. Author: s.e. Call the Midwife is BACK! Viewers of PBS in the United States are just starting the third series of this show, which is growing on viewers in a major way. And while the programme revolves around the lives of women in London’s East End, it would be a mistake to think of it as ‘women’s programming,’ though many people do, and tend to dismiss the show’s largely female fan base. This betrays a popular perception in media and pop culture that media about women is for women, while media about men is, of course, for everyone—contrast the response to this show with the near-universal excitement over Mad Med, which returns in the US very shortly. What’s the difference between the two shows? Both are historical dramas, often featuring very heavy subject matter, though Mad Men is much darker in parts—Call the Midwife has a more hopeful, optimistic feel, even in times of darkness. But it’s by no means sunbeams and unicorns, as it doesn’t flinch away from the brutality of life at the time, including sexual assault, horrific childhood diseases, deaths in labour and delivery, and infant mortality. Mad Men is a tale of one man’s drama, and is in essence a tale of the unbearable man pain involved in being Don Draper. Call the Midwife, on the other hand, features a collective of women working together and supporting each other as they work in solidarity towards a common goal: improving health and wellbeing for women in their impoverished community. One is considered a universal narrative, though, while the other is light stuff for women to view, as babies are evidently the responsibility of ladies. Both, though, feature complex narratives. Both have a meticulous attention to detail in costuming, sets, and other historical details. Both feature complex plot arcs that unfold over the course of one or more seasons, including plots that touch on third rail issues of the time (and now), like abortion. Both even offer the soapy, churning storytelling techniques that viewers have come to expect, where characters are constantly tumbling from one drama to another, in a style that drives the plot forward but also creates a tangle of events for the viewer to remember. Both also feature stellar casts, with fantastic acting skills as well as the looks to make them seem as though they stepped right out of 1955, or 1965, for that matter. Whether on Mad Men or Call the Midwife, the characters have a certain carriage, diction, and polish that makes them stand out, a combination of skilled acting and storytelling and some innate traits that are brought out by superb directing. Both programmes also use intriguing camera angles and lighting to set moods and create fascinating scenery, though Mad Men is perhaps more artistic. It is Don Draper, of course, whom we are supposed to see as deep and appealing and complex, while the women of Call the Midwife are just puttering about doing girl things like delivering babies, organising charity events, and settling in to marriages. Yet, I would argue that Call the Midwife is a much more honestly universal and telling story, because it is about an experience that many of us go through: all of us at some point or another were born, but many of us will also become parents, partners to parents, supporters to parents. Some will even choose to become midwives, obstetricians, obstetrical nurses, doulas, and other labour and delivery professionals, bringing new life into the world. This persistent attitude that media about women is for women and has no universal appeal is yet another reminder of the social position of women. The ‘everyman’ is, literally, a man—many of the ‘classic’ works of literature are male-focused, the modern fiction deemed ‘edgy’ and ‘adventurous’ is written by men and focuses on the lives of men, while female-led creative works and pop culture are deemed frivolous. This creates a fundamentally skewed version of the world, particularly for young men who grow up absorbing these attitudes and religiously avoiding media ‘for girls,’ because they assume it’s not interesting and not relevant. And, critically, they don’t want to be caught watching and then publicly humiliated for enjoying things meant for girls. Meanwhile, girls learn that their lives aren’t important or universal. As Call the Midwife returns to US screens, I long to see it growing a huge and devoted following in a new sector of the pop culture audience, among men. While some men certainly do watch and enjoy the show, seeing larger numbers of them getting into it would betray an actual interest in the lives of women, and an acknowledgement of the universality of women’s lives—most men interact with women, many men work closely or form romantic relationships with women, and to discard the lives of an entire class of people as boring or not worth following is also to discard those people themselves, which is a deeply depressing state of affairs. For all our shared experiences as human beings, there is no ‘universal’ experience?and creative works provide but a glimpse into some singular experiences, not a complete picture. Over at the Eurozone, whatever growth has been reported seems to be uneven across member countries, with continuing concerns about the banking system there. The handling of the tapering of bond purchases by the US Federal Reserve could affect capital flow and interest rates that could negatively impact business growth. We also cannot expect new contract volumes to return to the pre-2008 level in the short-term, and therefore the market could continue to be pricesensitive especially in the lower market segment. The International Energy Outlook 2013 issued by the United States' Energy Information Administration (EIA) had projected that world energy consumption would grow by 56% between 2010 and 2040, with fossil fuels meeting up to 80% of world energy use over the three decades. We view the projected continued rise in energy consumption as an important boost for the offshore marine market fundamentals, although there are still a lot of economic uncertainties going forward. Darr, 22, of Jersey City, had an outstanding $1,000 warrant out of Jersey City Municipal Court. Darr posted cash bail and was released on his own recognizance. • At 9:41 p.m. on Sunday, Jonathan Arias, 21, of Morristown, was stopped for a motor vehicle violation and it was determined that he was in possession of a controlled dangerous substance and drug paraphernalia. A pssenger, Daniel R. Godfrey, 21, of East Orange, was wanted on a warrant out of Morristown. Arias was cahrged wiht possession of a CDS, possession of drug paraphernalia, CDS in a motor vehicle, maintenance of lamps and failure to wear a seatbelt. He was charged and released. Godfrey was turned over to Morristown police. • On Friday, Javier Quiroga, 34, of Mansfield, was arrested on an $89 Mansfield Twp municipal court traffic warrant. Quiroga posted the bail and was then released.• On Saturday, Sean Tasick, 46, of Hackettstown, was arrested on a $716 Hackettstown municipal court traffic warrant. He posted bail and was then released.• On Saturday, Melvin Turnstall Jr., 40, of Hackettstown, was arrested on a $120 Hackettstown Municipal Court warrant. Turnstall posted the bail and was then released.• At 9:18 p.m. on Monday, an officer initiated a traffic stop with a vehicle on Route 46 for a moving violation. While the officer was talking to the driver, Joseph Cullen, 20, of Allamuchy, he detected the odor of an alcoholic beverage. The driver was unable to perform the field sobriety tests and had a multi colored glass pipe containing suspected burnt marijuana. Cullen was charged with possession of under 50 grams of marijuana, possession of drug paraphernalia, driving while intoxicated and driving while using a cell phone. He was released pending a court appearance. • At 6:15 p.m. on Feb. 23, Patrolman Eric Magley responded to Planet Fitness on Route 10 on a report of a passed counterfeit bill. A $100 bill had been passed the previous evening. The manager at the location reported that a female asking about membership information asked if she could purchase two Gatorades and handed the employee a $100 bill. The employee asked if she had anything smaller and she replied no. The following day the bank called and reported the bill as fake. The female is described as mid 40’s, wearing a black shirt and grey sweatshirt and dark hair. The $100 bill was placed into evidence and the Secret Service was notified. The investigation is continuing. • At 5 p.m. on Friday, Patrolman Christopher Martino responded to 440 Route 10 on a report of a theft of batteries from a cell phone site. Martino spoke to a Sprint representative who stated that he was dispatched to the location to service the equipment. The representative stated as soon as he removed the battery cover he noticed all the batteries were missing. The last time the site was serviced was about eight months ago. The 12 volt batteries are worth a reported $10, 488.00. The scene was processed by Detective Glenn Yanovak.• At 10:16 p.m. on Friday, Sgt. Anthony Vitanza arrested Anthony J. Marotta Sr., 53, of Palm Coast, Fla., and charged him with driving while intoxicated after Marotta had driven over a snow bank in a bar parking lot where he was found by Vitanza. Marotta was brought to HQ where he was processed and released to a friendJEFFERSON• On Feb. 9, Officer Sean Krater observed a vehicle speeding and attempted to stop the vehicle but the driver refused to stop. With assistance from state police and the Wharton Police Department, the driver eventually stopped on Route 80 East near mile marker 34.9. The driver identified as Nassim Benghezal, 42, of Bloomfield was charged with eluding and issued motor vehicle summonses for speeding, failure to signal and failure to maintain lane. He was later released pending a Municipal Court appearance.• On Feb. 12, while performing a property check of Briggs School, Cpl. Doug Martin observed spray painted graffiti on a front window.• On Feb. 12, a resident of Espanong Road left her purse in a shopping cart at Pathmark. The purse was found and turned in by a customer; $10 and a Macy’s card were missing from purse. The card was found later and returned to owner.• On Feb. 12, John Teague, 33, of Newton and William Vanluvender, 41, of Sparta, were arrested on warrants at the scene of a motor vehicle stop. Teague posted $1000 for an Andover Twp. warrant and was released on bail. Vanluvender was turned over to Sussex County Sheriff’s Department on a no bail warrant. • On Feb. 14, Tessa Barton, 18, of Mountain Lakes, was arrested at scene of a motor vehicle stop after she was found to be in possession of suspected “Molly.” Barton was charged with possession of a controlled dangerous substance. She was later released pending a Municipal Court appearance.• On Feb. 16, the video screen to the Red Box machine outside the CVS Pharmacy was damaged by unknown actor(s). The value of the damage was estimated to be $700.• Alberto Vergara, 21, of Dover, was observed leaving CVS Pharmacy with 10 cans of baby formula. A vehicle description was given and he was subsequently stopped by Officer Chet Glazewski on Berkshire Valley Road. A search revealed several syringes and paraphernalia along with the 10 cans of powdered baby formula with an estimated value of over $200. He was charged with shoplifting and possession of hypodermic needle and drug paraphernalia and was transported to the Morris County Correctional Facility in lieu of $2500 bail.• On Feb. 19, Salvatore Caruso, 63, of Jefferson, was arrested for attempting to cash a check at Bank of America. The check was received from a woman in New Hampshire which appeared to be part of a Jamaican check cashing scam. He was charged with fraud and later lodged in the Morris County Correctional Facility on $5000 bail.LINCOLN PARK• On Feb. 27, Patrolman M. Bono was in the area of Two Bridges Road when he noticed a white Acura with numerous equipment violations so he stopped it and spoke to the driver, Joseph Myers, age 21, of West Orange, and detected a strong odor of marijuana emanating from the passenger compartment. Myers was charged with possession of a controlled dangerous substance and issued one motor vehicle summons. He was released with a pending court date.LONG HILL• Police investigated a motor vehicle crash at about 12:51 p.m. on Feb. 22 on Valley Road near Mountain Avenue. Andrew Masini, 53, Florham Park, was attempting to turn left from the driveway of 630 Valley Road, traveling south. Kwok Man was travelling west on Valley Road when he entered left turn only lane on Valley Road. Masini entered the roadway and crashed into Man. Masini stated that he attempted to turn left through a gap in westbound traffic, which had stopped to let him enter the roadway. He looked both ways, then attempted the turn but did not see Man until the crash. As a result of the crash no injuries were reported. Masini was issued a summons for careless driving. • Police investigated a motor vehicle crash at about 3:54 p.m. on Feb. 23 on Valley Road near Morristown Road. Stephanie Gleason, 36, of Springfield, was stopped in traffic for a red traffic signal facing westbound on Valley Road near the intersection with Morristown Road. Karen Brady, 52, of Berkeley Heights, was also stopped in traffic facing westbound directly behind Gleason. Brady mistakenly believed that Gleason had begun to move. Brady rolled forward colliding with Gleason. As a result of the crash no injuries were reported and no summonses were issued.• Police investigated a motor vehicle crash at about 2:03 p.m. on Feb. 25 North Avenue by Chestnut Street. Francis Helfrich, 86, of Basking Ridge, was traveling north on North Avenue from Elm Street. Helfrich’s front bumper struck a stone wall on the front yard of 150 North Ave. Helfrich stated as he was driving north his vehicle began to accelerate on its own. Helfrich said he used both feet to apply the brake but the brake would not engage. Helfrich’s vehicle sustained damage to the front bumper and under carriage. As a result of the crash no injuries were reported and no summonses were issued.MOUNT OLIVE• At 1:18 p.m. on Saturday, Officer David Hering was dispatched to Walmart located inside the ITC Mall Complex in regards to a shoplifter in custody of Walmart Loss Prevention. Fortunato Criscuolo, 28, of Netcong, was charged with shoplifting and released on his own recognizance with a pending court appearance.• At 2:01 a.m. on Saturday, Officer Ryan Eastridge was patrolling Route 46 in the area of Village Way when he observed a 2011 Honda traveling Route 46 fail to maintain a lane on multiple occasions. A motor vehicle stop was conducted at which time the driver, Michael Rhodes, 31, of Budd Lake, appeared to be impaired due to alcohol consumption. Elbaum conducted field sobriety tests and Rhodes was subsequently arrested and charged with DWI, reckless driving and failure to maintain a lane. Rhodes was released to a sober driver and he has a pending court appearance. • At 2:11 a.m. on Saturday, Cpl. Paul Ottavinia was patrolling Route 46 in the area of Woodland Avenue. Corporal Ottavinia observed a 2007 Cadillac traveling Route 46 East fail to maintain a lane and also was traveling with the vehicles trunk open. A motor vehicle stop was conducted at which time the driver, Maria Ayala, 45, of Budd Lake, appeared to be impaired due to alcohol consumption. Ottavinia conducted field sobriety tests and was subsequently charged with DWI, reckless driving, and failure to maintain a lane. Ayala was released to a sober driver and she has a pending court appearance.ROCKAWAY• At 7:22 p.m. on Feb. 20, Eugene Manzini, 37, of Rockaway, was detained on an active Dover Joint Municipal Court warrant. The arrest came subsequent to a motor vehicle stop when the warrant was discovered. Bail was $500, which Manzini posted and was then given a new Court Date.• At 12:21 a.m. hours on Feb. 21, Wilder A. Guardia, 20, of Rockaway, was arrested by Officer David Flynn for possession of heroin, possession of drug paraphernalia and possession of a hypodermic needle. The arrest came after a motor vehicle stop on Church Street. Wilder was processed, served his complaint and released with a court date.• At 12:29 a.m. on Feb. 21, Alinoel P. Navia, 22, of Roseland, was arrested and charged by Officer Peter Krowiak with driving while intoxicated after a motor vehicle accident at 280 East Main St.• At 5:04 p.m. on Feb. 26, Jeremy V. Gilcher, 29, of Rockaway Twp., was processed on an active Dover Joint Municipal Court warrant. Bail was $89 which Gilcher posted and was then given a new court date.WASHINGTON TWP.• On Sunday, police responded to the intersection of Route 46 and Target Drive for the report of a motor vehicle accident. A beige Toyota sedan had rear ended a pickup truck at the traffic light. Officer Scott Myers made contact with the driver of the Toyota, identified as Brant Rahmann of Califon, and detected an odor of alcoholic beverage on his breath. Rahmann subsequently failed a series of field sobriety tests and was placed under arrest for DWI and charged with reckless driving, driving while suspended and tailgaiting. Rahmann was released pending a future court date.• At 3:08 a.m. Saturday, Cpl. David Marut conducted a motor vehicle stop on a Gray Honda Civic for speeding on East Mill Road and detected an odor of alcoholic beverage coming from the driver, Charles Lay, 22, of Great Meadows. Lay was charged with DWI, reckless driving, speeding and driving while suspended.
