Allender's proposed city ban would make texting while driving a primary offense. The state law only makes it a secondary offense. "I don't think sitting on our hands and hoping people will cooperate is what to do. It is a lazy approach to a public-safety issue," Allender said after the measure was introduced Tuesday to the city's Legal and Finance Committee. "The state law is toothless. Toward the end of the session, state lawmakers approved a compromise measure to ban texting statewide with a $100 fine, but as a secondary offense. Unlike a primary offense, in which police can pull someone over specifically for that reason, a secondary offense requires them to pull them over for another reason such as speeding before issuing a ticket for texting. In a statement at Wednesday's meeting, Allender said law enforcement's hands are tied without primary enforcement authority. Secondary enforcement, he said, means that "a law enforcement officer can observe someone in violation of the law and a dangerous condition, but is powerless to intervene. It unnecessarily places the public in danger. The proposed ordinance, which the entire council will consider Monday, would allow drivers to dial phone numbers, but Allender expected police could still issue tickets if drivers are caught checking social media sites like Facebook and Twitter. Officers would be looking for drivers making more than 10 keystrokes on their phones or with their heads down and paying too little attention to the road, he said. "It's pretty evident when you see them strike the keyboard 20 times," Allender said. Ward 5 Alderwoman Bonny Petersen said she agreed that the city needs to take matters into its own hands. "Drivers already have a lot of distractions," she said. "The city needs to step forward to do it. Sioux Falls and Huron have already made texting while driving a primary offense. A spokeswoman for the state Attorney General's office said she could not say if Rapid City's proposed ordinance could be challenged in the wake of the new statewide ordinance. "We haven’t gotten over involved with it, because it is really a local issue," spokeswoman Sara Rabern said. Allison Marsland of the City Attorney's Office said she did not see any problem with the proposed ordinance since the only difference between it and state law was how police enforce it. "We don’t anticipate any legal challenges but anything is possible," she said. Allender said even if the measure is overturned in the courts, the city would still benefit. "Worst-case scenario, we have a city ordinance for six weeks and try to make the roads safer," he said. "We're trying to make something good out of this bad law. Last month, Box Elder enacted a distracted driving ordinance, but police can only enforce it as a secondary offense. Police there have not issued any warnings or tickets to drivers. Police Chief Jason Dubbs said texting has not contributed to any accidents they have so far investigated. "Most of it lately has been weather-related stuff," he said. Report: Post-WrestleMania Plans for Top WWE Star Potentially Revealed

CommentsWith a whole host of guys potentially leaving the company after WrestleMania XXX, there is scope for some of the guys in the middle of the card to move up and start challenging for gold again. Guys like Sheamus, Dolph Ziggler and Alberto Del Rio have really taken a bit of a hit of late, given how the likes of Brock Lesnar and The Undertaker have returned to almost headline the show. However, there are seemingly plans in place for one of the men who has suffered as a result of that to get into the title picture after 'Mania. "The reason Alberto Del Rio pinned Big E clean a second time in non-title matches is because WWE officials are planning on having the two feud for the Intercontinental Title after WrestleMania XXX. A match is currently scheduled for Extreme Rules in May. This would represent some sort of progress for Del Rio, who has really suffered a dip in form and success over the last few months. It is remarkable to think that he was one of the main champions heading out of WrestleMania 29, yet fast forward a year, and the Mexican is languishing in the lower reaches of the card. Ever since Ziggler cashed in his Money in the Bank briefcase on Del Rio, it seems to have been all downhill for the guy. A heel turn hasn't even helped his prospects, unfortunately. He is scheduled to be competing in the Andre the Giant Memorial Battle Royal at WrestleMania XXX and will surely be amongst the front-runners to emerge triumphant in that match. Interestingly, Big E is also involved with that match, so you would imagine some sort of confrontation between the two if they are going to be feuding for the championship. The Intercontinental Championship has really endured a tough time of it since the WWE and World Heavyweight Championships were merged into one. That merger should have seen the IC belt become the secondary belt in the company, really ramping up the interest in it. However, that hasn't happened at all. Perhaps someone of Del Rio's caliber can reignite the fire? He has a great pedigree over the last couple of years, and if you can get men like him, Sheamus and Ziggler tussling for the belt on a regular basis, it would at least make it worthwhile and interesting to WWE fans. All in all, this seems like a real smart move from WWE's creative team. It would give Del Rio some purpose after a bizarrely disappointing few months, and it would hopefully create a lot more interest in a belt that is flattering to deceive. A meeting of experts of the "six"international mediators and Iran aimed at preparing the third round of negotiations on comprehensive settlement of the Iranian nuclear problem has kicked off in Vienna on Thursday, a diplomatic source close to the negotiations confirmed to RIA Novosti. Following the results of the previous, second round of talks held in Vienna on March 18-19, it was announced that the third round at the level of political directors would be held in the Austrian capital on April 7-9, and the expert meeting - on April 3-5. In November, 2013, representatives of the "six" (Russia, the USA, the UK, France, Germany and China) and Iran agreed on a temporary restriction of the Iranian nuclear program in exchange for a partial suspension of the US and EU sanctions against the country. At the same time, during six months, that is, until July 20, it is intended to produce a comprehensive agreement, which must guarantee the absence of a military component in Iran's nuclear program in exchange for the total lifting of sanctions. After the second round in March, the chairs of the negotiations - head of the EU diplomacy, Catherine Ashton, and Iranian Foreign Minister, Javad Zarif - declared that the parties had discussed the right to enrich uranium, the future of the heavy-water reactor in Arak, issues of international cooperation with Iran in the field of peaceful atom and the sanctions. On Thursday, a diplomatic source close to the negotiations told RIA Novosti that in case the parties started documenting agreements during the third round, it would be a sign of rapid and positive development of the negotiation process. "There is reason to hope that the issues of the right to enrich uranium, the future of Arak and international cooperation will be documented. If this happens, it will testify to the rapid progress of the negotiations. If this does not happen, then the things are more complicated," said the diplomat.
